City’s May 2012 Traffic Study: shows traffic volumes have hardly risen since 1987 Study, and may even have fallen. See p. 15. It also concludes the project would worsen conditions for pedestrians (pp.2, 23, 29), worsen bicycle conditions (p.27), improve bus travel times only marginally (p.2), and speed traffic–eg the hypothetical traffic that may materialize in the future, but has not so far (p.14).
